I think you need to be applying a little rotational pressure with the rod on the bottom, and that causes the tumblers to stick. I am not a locksmith or burglar, though, so who knows.
From what I recall, this is correct. The tension wrench is used to rotate the tumbler ever so slightly so that when you pick the rods they stick in place.

Because if it was actually to scale then it would either have a resolution of ten gajillion by ten gajillion or each planet would be smaller than one subpixel on an LCD.
Oh it's not the scale I'm talking about, but the direction of motion of the sun relative to the plane of the planets, and the speed with which it travels relative to their orbits. Those are both way off.
