Like all things white English-speaking men like, the wikipedia entry goes into exhaustive detail. Supercavitating ammunition that's accurate to 15 meters! Personally I think the mechanics of underwater explosions are far more messed up.
Very shitty, actually. Also, bullets fired into water from air will actually change upward direction in water so violently they can re-emurge and continue. They won't be traveling at (depending on the caliber) more than 100ft/s but it's enough to do a bit of damage. edit: think of skipping a rock at 800ft/s+, except you're not aiming at the surface. Bullets simply have the wrong curvature to maintain a straight path. Things differ a lot between caliber, though.
Mythbusters of course did a whole segment about shooting guns underwater - basically their conclusion was that as depicted in movies, diving under water (if you can stay there) is a great idea.
