It is entirely possible for 100% of a population to be addicted to drugs. Not particularly likely, of course. Not sure why that's relevant, though.
The "Just Say No" media campaign might have actually been effective; it was a pretty pervasive meme as I recall (I was in high school then, so I sort of got the brunt of it). Public health education is worth doing. Prohibition and its attendant costs, not so much.
