ops, completely missed your post in the torrent of notifications :D I have no idea, but I found it on a tumblr a while back, so I think it's some dudes/dudets random animation .
I think the 30-degree rule is why it's confusing. As far as I can tell it's a rocket punch, meaning the blue flame (or whatever) is coming out the back of the robot's elbow, powering the arm forward. I doubt the original sequence had that cut.
