Being issued Hoth gear is probably the Imperial military version of being told that you are getting transferred to the Russian Front.

Since those snowtroopers where mostly played by Norwegian conscripts (my SIL's uncle played a rebel in the trenches) you can rest assured they knew how to ski.

You've got to take Star Wars at face value -- those guys are elite troops with probably a decade plus of training brought out specifically for snow worlds, with anough battle hardened grit to completely ignore casualties. They completely overman the rebels on Hoth despite not terribly outnumbering them. Nevermind that the (super)heroes can casually gun them down...

So of course they know how to ski!
