I was listening to this story on World Service, and you know what? I'm almost a wee bit sympathetic. They have no public transport, no taxis, no way to get around. Granted, God forbid they understand the concept of a designated driver, but when everyone in the pub is pissed and they get kicked out at last call, I guess you might as well find a way to mitigate it best you can when they're gonna drive anyway.
No sympathy at all here, if you want to get drunk you don't drive and if you decide to make the choice to drive and get caught you deserve whatever punishment you get for that choice.
