Yeah, I guess it was a bit cherrypicked and embellished. According to the police press release, while she was being apprehended, she was "struck in the face." It's not like the police officer haymakered a 29-year-old, nude rape victim for not wanting to speak with a male officer. He punched her so hard she had to be hospitalized for it.. and he gloated about it to the hospital staff.
The only reasonable reason for how the police officer acted was if she'd pulled a knife or gun on him, but she didn't or she'd have been brought up on charges. The "Victim probably had it coming, we just don't know the details" apologism is bullshit.
It's not apologism to point out horrible and biased reporting. There may well be a serious injustice here, but we aren't in a position to judge based just on an article like that.

A good buddy of mine in high school got roughed up as a teenager by the cops because they caught some guy dealing drugs in Pioneer Square in Portland, and my friend happened to be black and nearby. Implicitly they presumed he was involved. They changed their tune immediately when they found out that he was adopted, and his parents were white doctors.
I hate to burst your bubble here, but I would guess on balance they are not, e.g. the Police Chief a few years after the above incident was black.
Hard for me to comment further as I don't live there these days, only visit. It certainly wouldn't surprise me if there were racist cops to some extent or another, but would you really characterize the whole organization as racist? Is there some particular event that's made you feel this way?
TBH I think police as a whole are pretty damn racist judging by incarceration statistics, but yes, Portland police have a long-acknowledged problem with this to the point that there's a push to force them to address racial profiling and stop shooting unarmed black men in the back and such.

Decent video, that's always been my position on tasers: I'm okay with them being allowed, but they have to be restricted to cases where their use is necessitated, such as officers' safety being in imminent and believable danger. As far as I know that's more or less procedure in the UK - their use has to be authorised - but I could be wrong. FWIW these are NZ police guidelines, I don't know how US ones (whatever that means in terms of State law) stack up:

Just catching up here. The article cited is short on details and weird. She alleges that she was randomly snatched off the street and raped. The next day she goes to her boyfriend's house - looking for her daughter? - and he flips out on her (her story) to the point that the cops have to come get her. The cops then punch her in the face. At some point during this fight with her boyfriend, she strips off her clothes and hides in a closet. Did she report the rape the day it happened? Are there aggressive rapists driving around San Antonio? It sounds like a rape kit was not administered until after the police took her to the hospital. Here's what the Po-Po say: I don't doubt cops often use too much force, and they might have done it in this case, but the article cited doesn't provide enough information to make that evaluation.

Not actually. He said dogs can be coerced into 'false positives'. He did put too much of a spin on his case, but even without his commentary the cop was a massive twatwaffle.
